    • Residency and Citizenship: While most local MBE programs administered by a city, county, or state accept legal residents with green cards, the National Minority Supplier Development Council (NMSDC) mandates only U.S. citizens, without exceptions.

    • Hispanic Americans: Individuals with origins in Cuba, Mexico, Central and South America, Puerto Rico, or other Spanish or Portuguese cultures.
